Heat a pot over medium heat. Add in olive oil then add in grated garlic. Sauté for a minute until fragrant and translucent.
Add in rice and sauté for 1-2 minutes until translucent, then add in water. Bring to a boil, then let reduce to a simmer to cook until liquid is absorbed, about 15-20 minutes. Once cooked remove from heat and let cool slightly.
Once rice a cooled slightly, mix in cilantro, lime zest, juice of 1 lime and salt. Taste and add more lime juice and salt if desired.
